Candidates applying must satisfy the following eligibility criteria on the closing date for the submission of applications:

a)       A level of post-secondary education attested by a diploma, OR a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of at least 3 years;

b)       Following the award of one of the qualifications above, candidates must have a minimum of 6 years of relevant professional experience.

In addition, in order to be eligible a candidate must:

  • Be a national of one of the member countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Have a thorough knowledge of one of the languages of the EEA member countries and a satisfactory knowledge of another of these languages (corresponding to level B.2 of the Common European Framework of Reference for languages CEFR);
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post.

SELECTION CRITERIA:

Essential:

  • Professional experience and ability to perform the standard financial and administrative transactions carried out in a finance department;
  • Good computer literacy, including skills and experience in using finance and accounting software and systems, and a proficiency in using Excel and spreadsheets;
  • Excellent numeracy; precision and accuracy in working with figures;
  • Excellent experience and skills in collating and analysing financial information and delivering financial reporting to support financial and budgetary management;
  • Ability to prioritise work and manage responsibilities; capacity to work independently towards challenging deadlines*;
  • Excellent communication and interpersonal skills, with a demonstrable ability to establish and maintain effective working relations in a multicultural environment*;
  • Excellent command of written and spoken* English language, at least at level C1 in all categories according to the Common European Framework of Reference for Language.

* Will only be tested at the stage of interview/written test.

Advantageous:

  • Professional experience as a finance officer or in a similar financial role in an EU, national or international public institution, EU decentralised agencies being particularly relevant;
  • Experience in using the European Commission’s and EU Agencies’ financial systems ABAC Workflow and ABAC Data Warehouse;
  • Familiarity with the application of financial and accounting standards, controls and processes typically used in a finance department; knowledge of the European Union financial regulations and accounting standards is particularly relevant.
